Mastery of ICT (Information and Communication Technology) is essential in the current era of globalization. The world of education is also crowded with ICT learning media because it can facilitate learning. For that, we need to understand the foundation and principles of learning media. The goal is to open insights and better understand the foundation and principles of ICT learning media. The method used in the literature. The results of the research foundation of the use of ICT learning media are four, namely: 1). Psychological Foundation 2). The Foundation of Technology 3). Empirical Foundation 4.) Philosophical Foundation. The principle of using ICT learning media is 1). Effective and efficient 2). Optimal 3). Interests 4). Stimulate the creative power of students.
